I've been playing since Season 1. It's always been like that. You just need to play enough games and play consistently well to where your individual performance will make enough of an impact. Early in the season, ranked games are especially turbulent as everyone who was higher ELO gets placed in a much lower division. Just play normal for a while, or accept games are going to be pretty wild.
If you're playing in silver or lower, my recommendation is to play one champ consistently and try to get fed before the other team's competent players can.
