thunderlords vs deathfire touch

is there reason deathfire touch doesn't have damage per level scaling like thunderlords? it has really great scaling for ad and ap but that 8 damage that you get at lvl 1 seems to be almost a moot point compared to what you get from thunderlord's 10 damage per level.

in addition its 8 damage over 4 seconds if its a single target spell which translates to 2 damage per second. the damage difference in this case seems to almost be on the point of how champions with sunglasses get -1 damage from leona. (an almost insignificant number put in as a joke)

is it possible that Riot forgot to add in that 8 damage as a per level basis?

late game every single ability will deal over 100 extra damage with deathfire touch.

Champions like Kassadin and Cassiopeia will use deathfire touch because their early game is bad but their late game is amazing.

Imagine you're playing Ahri with 40% cdr, and you're spamming abilities in a teamfight that lasts 30 seconds. With thunderlords you're going to deal an extra 200ish damage because it has a cooldown, but with deathfire touch if you cast just 10 spells you'll deal 1000 extra damage in the same amount of time because deathfire touch doesn't have a cooldown.

Giving it scaling per level would make it stupidly overpowered.

Just to mention...

If you compare the damage from two Thunderlord's procs (time zero, time fifteen) to the damage from four reapplications of single-target Deathfire, Deathfire only starts doing more damage once you have an absolutely massive amount of AD/AP. And even then, it has to be constantly reapplied rather than coming in bursts.

Riot should make Deathfire deal full damage on AoE abilities 'n make Thunderlord's single target. That would make for a very clear-cut difference in purpose. Pick one for AoE, pick one for single target burst.
