Riot did not refer to toplane when they said that. Riot does not care about toplanes state other than what we and they see at pro play. Aatrox and Tahm are getting all the attention because they are played in pro play. See any maokai, garen, kled, singed (what are they even going to do with the guy?) and many others, played in pro play? No? Then Riot does not care.
