I haven't played 
in quite a while, especially after the most recent nerf on azir (atk speed to his w) and (no knock up on e)
Now that the atk speed has shifted to his W are we still to max Q first or do people max W first now for the increased dps?

This is, in a way, a sort of buff to Azir. Now you aren't pigeon-holed into rushing CDR, so you can focus more on high-damage items.
I would max Azir's Q first. Burst and poke beats DPS in the laning phase.
I usually put 2-3 levels in my Q during laning and then I max W for the AS for mid - late teamfights. The Q is nice to have for poke and dmg during the laning phase, but you wanna hit that 60% AS increase on his W ASAP cause that extra stab in a teamfight can be very nice.
