Though he is getting better CDR in the PBE.
It's a global ultimate followed by a semi-global gapcloser. Of course it's going to have a high cooldown.
Obviously, it's likely that it is too long, and Riot seems to also think it's too long right now. The lowered the cooldown on his ultimate on the PBE to 150/125/100, which is a steal for a semi-global gapcloser that comes in as quickly as it does.
Its pretty powerful, but it's lowered on the PBE I believe.
