Gameplay with New Laptop, PLEASE HELP!

I got a new laptop with MUCH better specs than my previous one and I do get better FPS in game and all that good stuff, but the gameplay looks very bumpy but not in an FPS-y way. Ill stand still, get 80+ FPS but anything moving (minions) move in a very staggered way. I have anti aliasing on, but vertical sync off (that lags it way too much and it doesnt do anything either). I also tried putting everything on very low, as I tried this everything on very high, and I got the same results, high FPS but very staggering animations. Please help me, this is a brand new laptop and I'd hate to see it go to waste. Computer specs down below.

Specs: Toshiba Satellite L50D-C Windows 10 Home AMD A8-7410 APU with AMD R5 Graphics 2.20 GHz 64-Bit System x64 Based Processor 8 GB of RAM (I can upgrade this to 12 if it will help at all.)

Edit: I don't have Java but I imagine this won't help.
