I think this just goes to show that some champions can and do feel fair, even when they're ridiculously strong. Tristana and Twitch are complained about not just because they're overtuned, but also because they feel consistently unfair to play against: Trist has a whole bunch of cheap tools she can use to peel for herself, whereas Twitch is notorious for his burst and ability to kill entire teams in literally just a couple of seconds. By contrast, when Varus isn't constantly spamming Q, he generally feels like he has the proper strengths and weaknesses a marksman should have, namely lots of DPS, but also a lot of personal vulnerability. That's why Twitch still gets complained about when his win rate's under 49% and his play rate is under 3%, but Varus flies completely under the radar despite having the second highest win and pick rates in the game for a marksman (51.38% and a whopping 30.37%, respectively).
If I can be perfectly honest, I find Varus to be much less of a threat than say Twitch or Trist. I think the main problem that everyone has with Trist and Twitch is their relative safety. Twitch has his stealth with a retardedly low detection range and trist has 2 forms of self peel. As opposed to Varus which is relatively immobile and has no real safety features built into his kit.
Is there a problem with Varus being top tier? He's probably the least complained about ADC so maybe his design is healthier, and a better option would be to determine what makes people hate the other ADCs so much.
IMO Varus is more Op than twitch.
Varus can auto someone 3 times in 1.5 seconds then press Q and kill them.
Twitch has stealth... That's it :/
Ashe is another one who was never complained about when she was top tier. They are similar in the fact they have a cc ult and no mobility. They rely on proper positioning around their team. Really these two are the most healthy marksmen to have at the top tier because they are so team reliant.

There are a couple of reasons:
He isn't feast or famine A fed Varus is weaker than a fed Twitch/Trist, but a struggling Varus does more than them. Thus he is healthier to both play with and against.
He 'gives back' to his team Imagine you play Darius top and are looking to TP bot to help your team: -Varus will provide: CC, Grievous Wounds, decent damage and will provide those throughout the game. -Twitch will provide decent damage and can carry you in late game. Varus takes his fair share of the 'carrying' and lets others enjoy their shares as well. Twitch wants 4 supports.
His damage isn't free He doesn't burst as hard and has to use spells to really do decent damage, and those are dodgeable. So he is considered fair, as he gives people a chance to outplay him.
He's has a decent skill cap While not Kalista or Draaaven, he is still a lot harder than low skill floor marksman like Twitch, Trist or Kog. This makes him more bearable to 90% of the playerbase. It also adds 'At least my opponent is good' clause, which most hyper-carries lack.
A lot of people, myself included, don't give a shit about pro play, and yes nerfing his itemization will hurt him because he currently favors onhit over the other two builds for a reason.
It's pro play. He has good tools that some other adcs do not.

haha i remember when a varus who was even with my lucian (i was lulu support) flashed into us and legit just righclicked us he didnt attack move he just rightclicked once idk if it was my adc who just sucked but he lived through polymorph, exhaust, my ult and locket,killed me and almost killed lucian who survived with >100 hp xDDDD what the fuck he had botrk guinsoos and runaans that was just disgusting tbh
Lethality is garbage atm.. even without that, varus leth isn't an option anymore
Well maybe we all like Varus.
Twitch at his strongest is a LOT stronger than Varus, and that's what people tend to remember. Watching a fed Twitch instantly win a teamfight with his ult is a lot more frustrating than anything a fed varus can do.
That said, Varus is by far the stronger ADC generally... his powerspikes are insanely early and strong--I remember almost 1v2ing a full Jarvan and Fiora who weren't necessarily behind with almost 2 items, and I would have killed both had I had my own ulti (they both had theirs). I think he'd be more fair with crit, as he won't be as powerful on 2 items. His ability to synergize with on-hit items is what makes him a top ADC.

Varus cant switch to Crit because he needs IE + ER + Zeal item.
If he chooses this path then
He opts for an extremely expensive build, ER and IE are 3400 gold each. And you will need a Zeal item for that to work.
By that time itll be around 27+ minutes and thats when people have armor stocked up. You will then need a lord dom
In essence your Q's wont be doing any damage and will only be there to proc your W passive. Not a good choice
If he chooses lethality then
His autos will do less damage because Lethality build isnt friendly towards attack speed users but Casters, He will only have his Q and because he doesnt build Tear anymore he wont be able to sustain more than a few Qs before needing to recall every few minutes.
Also Duskblade is getting nerfed + in a meta where tabi are extremely common Lethality users arent going to be doing so hot especially after the nerfs.
