Dodge penalty too low

I'm at half an hour waiting for a game now, because I've been in 5 dodged drafts in a row.

I'd like to see the first-dodge penalty raised to 15 minutes or so. 5 minutes is just too low and represents almost no penalty at all when faced with the prospect of 45 minutes with a team you're not sure you'll like.

Here's a time to bring up a good point: Dodges happen for 1 of 4 reasons;

Avoiding a team that's arguing/trolling in champ select
Being AFK when it's you're turn to lock
Something coming up that would force the player to AFK in the game if he didn't dodge
Client bugging out

In ranked, you're already punished with a small LP loss or an automatic loss on one of your promo matches if you choose to dodge. People don't care about the time penalty, with one main reason for that being that it can be served without queueing up. They can go do something else, come back in 5 minutes, and it's a legitimate strategy to dodge teams that're fighting in champ select, teams that you think will be likely to be losses if you dodge, to help you climb faster in ranked. Yes, you lose LP for dodging, but 1 dodge a day is such a minuscule loss of LP compared to how much you would lose if you played it out with a bad team.

I've been in a lot of games where there's a dodge, and we just wait the 5 min. In a group, you'd think twice about making everyone wait if it were longer. You make good points, but I remain unconvinced that it's a bad idea to increase the dodge penalty (within reason).
