Ranked-MMR - Why are people of the same Tier not Solely Matched

Why is matching making based on multiple Tiers within a division? Doesnt it make more sense to match B5 v B5? Such that, if you always defeat B5, that would qualify you as a B4? If you can defeat every B4 you go against then qualify you as B3?

Why are the MMR ranges so wide? There are enough people in the game to do this. Why should anyone be matched against a higher Tier before they are granted that Tier themselves? Is this not a setup for failure?

What if only X amount of D1 (or any high elo division) players are in queue for ranked and Y are needed? It seems unlikely to happen but I'm sure that is apart of the reason.....

NOW THAT I THINK ABOUT....Why isn't it like that?

I find it VERY unlikely that there wouldnt be 10/y online at any given time considering the population of the game.

You might be confused about difference between MMR and tier. A silver 2 and a silver 4, for example can have exactly same MMR, thus matching them against one another is appropriate. MMR roughly corresponds to tier (it would be rare to see Silver 5 with same MMR as Silver 1), but it is not the same thing.
