Can we gut Ninja tabi's just a little bit and give a little more flat armor?

The % based from auto's is just stupid. it's been a hard hit against adc's for a long time, on top of the IE nerf which completely ruined the game for me. If you ever fall behind on an ADC and the enemy has ninja tabi's your auto attacks will literally kill yourself (Thornmail) I think throwing in a phantom dancer passive into boots is a little too strong. give a flat armor base on the boots, even 35-40 flat armor would be better.
