Viktor and where he sits?

Not a viktor main by any means, but I have another account where I have over 100 games on him, I feel that his Q should be fixed for a faster second cast time on his animation, I don't know how many auto's I have canceled using the second proc. It's so damn clunky. His build path's feel increasily weird considering if you don't get the upgrade on the first back your'e stuck laning with half an item for the next 10 minutes of the game while the other laner has completed morello's and will most likely out dp's you in every way possible... Without upgrading you lack waveclear and are missing a huge portion of your kit... Just an all round goofy champion in this state in my opinion
