Why does Riot encourage players to AFK?

So the question is simple. Why does Riot encourage players to AFK in games. It's becoming a real problem for me. I don't even know if I want to participate in discussion because the same people that do it will probably just give me nonsense. It's been so frustrating I have had to uninstall the game. I want to play games for fun and not get stressed or aggravated because the encouraged behavior for players when they are mad is to afk. I really want to have fun playing this game, but it's been so long since i've had any really fun games that leaving seams like the best option. Why does Riot encourage players to lash out at other players by AFK? If you give a player what they want they will continue to behave that way. If a player wants to punish his own teammates by quitting so that they will lose. He will then quit and they will lose. Why is this mechanism supported by Riot.... eh i'm becoming repetitive

Everyone knows you cant get banned, placed in low priority que, or lose LP from leaving a game.

Actually your LP stays the same, you get a free mystery gift skin, and 500IP every time you leave.

Report for leaving the game/afk option post-game.

Lower priority queues.

Forced to type "I agree" (I think that's the wording) after your afk next time you get on the client.

What is the alternative? Buffing the team when someone is afk? Ok.. someone is feeding. Force that person to afk so the team gets a buff and it changes the odds. It would be abused.

Another alternative: bring in someone else from the queue to finish the game.. that person comes in with avg team gold.. ok sure.. but can you imagine how much that would throw off your strategy, team comp, etc.

The only thing Riot can do is punish the people who leave.. which they do. Punishments can only be so harsh because life happens and sometimes you have to leave a game. Do you want someone banned because their kid started crying? Most of the people who are repeat offenders do this on smurf accounts. They don't care when that account gets banned. You will see much less of this when you climb out of the bronze(ish) area... Or so i'm told.

Anyway.. perhaps instead of complaining, come up with a viable suggestion for a solution?
