I heard that the chest drops on an S only count for 1 champ a season i.e. I get two S's on Zed but only of them gives me a chest

is this true?

Yes. You can get an S on Zed, and you'll get a chest. Then if you play zed again and get an S, you won't get a chest again, until next season when Zed will be illegible for you again. So technically, you can earn 129 chests (129 champions atm) per season.
