Yes, you can use custom skins. They've been around since the beginning of League.
Your program should be fine unless it: -is a scripting program (plays the game for you ex. dodges/skill shot/last hits/etc etc) -is a botting program -is a hack (tinkers with anything such as IP/RP/in-game values/etc etc)
