... run back to the turret? I'll enter lane a little bit farther than mid-way and the enemy is at mid-way but my ally who is on lane is all the way at the turret.

Sometimes people don't notice, especially at our level. Pinging can help. Sometimes people have a bunch of farm at the turret. If you go in when they're swamped in minions, they'll take a bunch of minion aggro and then lose a bunch of CS. Timing is important. Sometimes people just don't know what to do. You can politely ask them to fight with you next time, but try not to flame, doesn't help anything.
