A Major Ranked Issue that needs to be fixed

I'm Silver Five, I've played a lot of ranked was placed in Bronze Five at the start of the season and climbed up and have gotten to my promos... 11 times... Sometimes the lost games are my fault, sometimes it's a lost teamfight that leads to the enemy team pushing or getting baron/dragon. But, most of the time, I lose because I don't have a full team. Just now I was playing my promos to Silver Four and we had an afk Syndra. Their Diana and Fizz were able to be everywhere and got fed and ended the game easily with how ahead they were. Honestly when someone's afk you can't win. It's happened before winning 4v5 but that usually comes with being way ahead or having a lot of luck. The only way I think that this problem can be fixed is if an ally or enemy is afk it's a loss and win prevented. Nobody Wins, Now if someone just disconnects due to a bugsplat then that would be a problem but we get notified when someone is afk. So would it be that hard to time how long someone is afk and maybe after 10-15 minutes of being afk where the enemy laner/jungler can just free farm and become a monster their should be a chat notification in chat saying "Player X has been afk for X amount of time Loss and Win prevention activated" and the game exits for everyone and nobody wins. It's not fair to lose a ranked game or promos with an afk and it's not a real win when it's 4v5. The afk player would receive a temp ban, lose promos/lp and won't be able to play ranked after playing a certain amount of normal games. If the player continues to afk in ranked they can be banned or just unable to play ranked.

Tl;dr: If someone afks ranked for a long period of time (10-15 min) nobody wins and they get temp ban, lost promos or lp, and have play a certain amount of normal games before being allowed to play ranked again and continued ranked afk is either perma ban or unable to play ranked.
