Would it be op if j4s Cataclysm blocks blinks and dashes trying to escape it while it's up. Or if it taunted everybody inside it towards him for one second? Because with all the mobility in the game his ult might as well be a illaoi ult with no tentacles that can kill your team....

If by viable you mean broken, it would make him very, very viable.
Simple solution
Have poppy inside of his ult with her W on

Yeah I think it should block dashes but not blinks. Like Poppy. I think it should not block certain dashes like Malphite ult and Vi ult though.
That would be extremely overpowered. J4's ult is already very strong, its a 4 second AoE root when used against people without mobility. Or those who have their mobility on cooldown, which good J4's wait for and then use the gap closer on the ult to catch. Oh, and its a big nuke.
If Jarvan got a buff, I'd rather it was to his W. Give it a ratio or something, it currently has no scaling at all.
If he blocked all dashes and blinks it would literally be a death sentence to whoever is ulted. There'd be no counter play.
Considering J4 was one of the best junglers from seasons 1-4 I can deal with a year or two of J4 not being played.
A better choice would be to make immobile champions worth picking so all the good targets for his ulti actually get picked.
