How do You Play Garen

I am trying to make myself versatile, atm I can bot, sup, and mid decently. I am trying to top with Garen however his short range is something I am not adapting well too- he is slow and enemies run far enough away from me before my Q or E can catch me up to them. I am probably not playing him right, so I ask for the Garen Players out there how should I?

I am pretty sure, correct me if I'm wrong, I should build him tanky and go first for the Black Cleaver. I feel like he is late-game effective given again his short range and not-the-best MS. Yes, I have read ProBuilds & the other Garen Tips via Champion Page in LoL, but I feel like learning the experience from the community will be just that little bit more helpful.
