There has been a lot of discussion the last couple weeks about the state of the game and specifically the amount of damage present in the game. One of the reasons why damage is too high and why every champion in the game is currently a burst champion is because almost all of the damage given by outside sources is front loaded, turning champions into pseudo assassins. One of these items is Stormrazor item 3095. There are some controversial views on this item and its purpose. One of the issues is it gives champions free consistent crit in the early game, giving ADC's a huge amount of burst early in the game, and making AD assassins extremely obnoxious to deal with. Assassins specifically are annoying because by building both this and item 3147 they can missed half of their kit and still one-shot you.

The original design philosophy for this item was to give carries extra power when they first enter a fight. This is partially the case. Your first attack in combat is empowered, and so are the second, third, fourth etc. assuming you wait the low amount of time for it come online again. In lane this is obnoxious to deal with against an ADC with long range or high damage poke. Because of its "cooldown" it can also be used as a DPS item? But not really.

I have reworked the item to make it less of a burst item and more of a high DPS item when you first enter a fight. This way it cannot be abused by Assassins and it is benefits healthier play patterns concerning Burst vs DPS for carries and even some fighters. This item is essentially a wind sword (RIP Zephyr) and following Yasuo's 'three swift strikes' quote, the direction for this item seems obvious.

Stormrazor 3000 gold Recipe: Pickaxe (875) + Pickaxe (875) + Kircheis Shard (800) + 325 gold

+60 AD +30% AS Unique Passive: Moving and attacking generates Energize stacks, up to 100. When fully Energized, your next basic attack gains WIND SCARS. _Unique - WIND SCARS: _ Your next 3 basic attacks (on-attack) within 3 seconds deal 20-60 (+10% bonus AD) bonus magic damage to the target and in a small area around the target. _Unique - Razor Swiftness: _ WIND SCARS grants 25% bonus AS and 10% bonus movement speed on-hit for 2 seconds (20 second cooldown). Critical Strikes reduce this cooldown by 2 seconds.

Making it a Kircheis item gives champions more interesting build options in lane. This item will still serve the purpose of granting your first few attacks in combat more power because it would be already be charged and ready, and this can allow more consistent damage instead of burst. This item will still have some Crit synergy by reducing its Razor Swiftness passive on critical strikes.

the only thing i dont like about razor is when its up its like every 2 secs which is dumb thats the only thing i dont like

My only issue with your version is that it sounds a lot like static shiv in a way. What the wind scars passive does is a lot like shiv.
