Can laser towers and boot upgrades come back?

I loved the laser towers. They melted tanks and did an overall great job at protecting you from being demolished at your base. These towers were supposed to be strong because they are your last line of defense and should not be easy to get through.

Boot upgrades made every role feel a tad more special. Captain was great on tanks / Supports who needed to peel, Furor was great on ADC's, Alacrity was great on burst champions and Distortion was amazing on top laners who needed to help their team. I really don't understand why these 2 amazing features were removed from the game.
