So Singed is playable for the first time in like what 5 seasons and want to nerf him back into Memelord territory?

He has fairly decent downsides to his kit, so most likely, yeah. If you're struggling against him in lane, then you should be working with your team to: A.) Gank him 2v1 constantly until he isn't worth much gold at all. (What makes this so viable is that Singed is always overextended.) B.) Help gank other lanes with your jungler while he's toplane farming. You can almost guarantee that Singed will not roam, especially not early game. That's a great opportunity for you to take advantage of, and will no doubt snowball your team if you pull it off. If you can't do anything against him, find another way to be proactive.
