Statik Shiv

Can statik shiv's damage to champions be nerfed, or maybe removed? In my eyes it's supposed to fill the role of providing waveclear to adcs that don't have it (due to their damage being primarily single target, not having abilities with aoe, and/or not being capable of building runaans without it being incredibly inefficient). Currently, it does provide considerable waveclear but it also provides an intense amount of burst for champions that really have no right being given it (Looking at you vayne). Even if they should have burst (Lucian, Draven, Cait, Jhin, etc) it shifts their damage up to levels where they hit you with one auto and you lose 2/3 of your hp- admittedly this is generally an issue when they're fed but it becomes their baseline when builds are even during larger-build fights due to squishies not generally buying health to counter such additional burst: I feel it's reasonable not to expect the adc to get a randuins or the midlaner to get an abyssal or spirit.

Thoughts, Agreements, Disagreements? Maybe I'm just crazy but I have really come to hate this item.
