Lucian, something needs to be done.

TL;DR - Lucian is in a rough spot. Things like crit scaling on his abilities and scaling AA range on passive could help greatly.

Lucian is in such a odd spot currently. The state he's been left in is a remnant of when flat arpen took him up to most played champion in the game and had a crazy high win rate. Before the "Korean Build" was ever introduced Lucian, and in turn made other ADCs follow suit, felt like a pretty balanced champ. Short Range, Mobile, High Burst, Fell off late. Then comes this season where almost everything that caused Lucian to be nerfed to his current state was changed, for the worst, to make him feel underwhelming.

Fervor no longer stacking from spells, Assassin update/itemization, Tanks overbearing, Arpen benefit weak early compared last season, etc. This storm of changes in one sweep has left Lucian crippled and these small taps of love here and there simply aren't cutting it. Lucian's identity, while still intact kit wise, fails to execute correctly in actual gameplay. He can no longer bully the lane, short range problem exacerbated by Assassins and Tanks eating him alive, his mobility is still fine even though it rarely comes to light when other MORE mobile mid lanes crush him before he can show it off, his burst while still awesome when executed correctly feels like it pales in comparison to Draven, Jhin, MF, Varus Q...etc. and then with all his "strengths" coming up short his intended weak late game is left feeling even weaker.

I do feel I have some solutions that could help quell a lot of his current issues and push him in a balanced spot that doesn't rely and fall mercy to the Lethality builds.

IMPORTANT: The following changes I would not recommend/imagine be added all at the same time. That would be ridiculous and would make him terribly overpowered.

We'll go skill my skill:

Passive - With each "rank up" of increased second AA damage Lucian would now also gain X increased range. (I imagine gaining something like 15 or 20 range each rank increase to help ease his late game problems. Range would still be shorter than MOST adc even at max rank and would not effect early game.

Q - Stronger AD ratios like he used to have OR the ability for this to crit at a 1.5 multiplier. (Allow for his spells to scale with crit builds to push away the lethality builds and let his skills be relevant in a crit build.

W - Cast time scaling for this as well? And a small AD ratio.

E - Slow cleanse reintroduced OR lowered/no mana cost (Lucian is short range and is meant to be that sleek and mobile ADC to accompany that short range. A lower mana cost would allow him to again try to bully his lane opponent.)

R - Each bullet can crit at a 1.5 multiplier (**Again, crit scaling allowing him to build crit builds to keep his skills relevant in crit builds and allow some late game scaling. **

Lucian has been my man since his release. I would just love to play him without feeling like I'm lowering my chances of a win by doing so.

He has a buff on the PBE right now that gradually halves the windup time on his Q by the time he hits level 18.
