Did riot considered having 3 roles instead of 2(primary/secondary) in new champion select.
it will make queues faster and given roles will be more accurate.

Probably because you can flex many champions into one of two roles very well if you know the champion, so you don't need a super deep champion pool. Just knowledge of how a few do in their strong places.
they did consider it but the average player has two roles that they main.
no, they should just make it 1 role
