Frames are so low the game is unplayable

Idk what happened between today and yesterday but my frames have been devastated. I had all my settings set to the max with no issues for years. Suddenly today happened and I'm down to 26 fps if there's no abilities going off on screen with all my settings set to lowest. I have like 4 fps whenever a teamfight happens (thankfully last game I was cc chained into oblivion every teamfight and i didn't need max reaction time).

IDK what to do about it. Lowering my settings makes the game halfway playable. I sent in a ticket, I asked in help and support to no avail so I'm here at the most visited section of the boards.

I should add that the total CPU usage right now is 7% with a custom game running.

sending a ticket wont help bro, I havent noticed anything. I did have a dark horse virus or some shit at some point, which led to even youtube videos malfunctioning (btw I never go to "fun" websites on my gaming pc). Factory resetting worked on me

UPDATE - I restarted my computer and everything is back to normal. Got a notification that another user was logged in so I guess they were running a bunch of shit.

You should reboot daily, and it should be the first thing you try whenever diagnosing problems.
