Why do riot ignore the champs that need nerfs to most (e.g Garen)

I swear this is probably one of the most controversial topics on LoL with the topic of nerfs and buffs but i constantly get put against champs that are ridiculously broken with champs like Garen, yi, nasus, akali etc never really seeing the nerf hammer and these champs IMO dont get enough game time for me to ban them but when someone picks them up it normally sees my team surrendering at 20 just because these champs get ridiculously strong in the mid to late game without needing any kills or alot of farm

i understand that these are considered 'basic' champs but IMO i feel like these sorta champs are being ignored by the people who make the nerfs/buff decisions as they continue to stop though the rift, i just wanted someone to explain to me why this is or if im just being a salty gold V scrub o_o

Salty, but you get non-scrub points for questioning yourself.

All of those champions (except Garen, who is currently sitting at 50.5%) have sub-50% winrates and most of them are extremely rare at a competitive level. Garen in particular is one of my favorite lane opponents because of how easy he is to kite with an appropriate champion.

I mean Akali is still trash in most cases. Yi is meant to be a late game champion. HE IS MEANT TO BE GOOD THEN. Garen isn't that amazing late game due to kiting and just a lack of sticking power.
