Teemo needs a buff

Teemo is literally the weakest champion ever to play. He does no damage and gets killed easily in bot, top, jungle. Here is what I suggest for balance and fairness.

Passive = set it to 1 second rather than 2 Q = more duration to the blind and add in silence W = Have it leap like nidalee and increase duration to the speed. E = Add in slow R = It's a mushroom so whenever it explodes, the spores can travel producing multiple (at max 3 spores per mushroom for fairness) mushrooms at a random 800 radius of the explosion.
