Kinda. They killed "full tank" ekko. I would not be surprised to still see people get around that by means of zhonyas/abyssal/rylise/liandrys/roa.

I don't see how they can ever make ap ekko more viable to play over tanky/bruiser ekko. his kit literally demands you to take 9999 damage over the course of 3 seconds unless literally all you do is throw qs until your opponent has 20% hp and then go in for the finish.
