Riot had this idea that every marksman should have an identity and a reason to be picked when they updated Marksmen 2 years ago.

They recently buffed vayne's ult to be this consistent threat, making her the sustained fight adc, Tristana the disengage and annoyance adc, sivir the movespeed and aoe damage adc, Ashe the slow and single target pick adc, kog maw the glass cannon artillery adc, etc.

But twitch has the same niche that vane does, where if he gets a takedown he can reapply the steroid his q gives. This gives vayne and twitch the same niche. Make twitch the aoe burst damage adc, who gets significantly weaker if he doesn't end the fight outright quickly enough.
