why cant we report people who dodge?

The other day i tried to play and it took 5 attempts to get in game. each time i'd accept the match, but someone didn't get who they wanted in aram and straight up stated they were dodging. this is pretty common nowadays, though mostly people dont say anything before dodging. often 4 people are pumped about team comp but the dodger is just being a poor sport because someone doesn't want to trade them. it can easily waste 10 minutes or more between repeated queuing and people waiting a full minute to dodge. we should be able to report people based on username if we've been in a lobby or game with them, but outside the specific window right after game. particularly when some of the worst people spam slurs and joke about dodging while they are doing it.
