Why Veigars passive is unhealthy and how it could be changed

The idea is really simple: A champion that gets AP for existing (not doing well, its basically only existing and being in the game) should not have insanely high AP Ratios. He gets AP for hitting enemy champions with spells and for kills and assists. But not for hitting skillshots from a long range with a small hitbox (imagine a Nidalee Q) but for mid range AoE abilites or 5 AP for getting a kill and assist or for last hitting minions with his Q. So, he gets over 1000 AP quite frequently and without RNG based things like triple infernal. So why in the world are his AP Ratios so insanely high? Q: 5 second cooldown at lvl 9 before any CdR with a 60% AP ratio. W: 8 seconds cooldown at any stage, reduced by gaining passive stacks, with a 1.0 AP Ratio (read that again...a basic ability that does AoE damage gets reduced cooldown for getting AP from his passive and has a 100% AP Ratio...stupid.) E: 0% since it does no damage. R: 120-80 seconds cooldown with a 75% to 150% AP Ratio based on missing health. A 150% AP Ratio against enemies below 33% hp that is on a point and click ability. All of those insane AP Ratios on a champion that gets AP for free are just way to strong.

Another problem is the gold efficiency: He gets AP equal to 21.75 Gold for last hitting any unit with his Q, hitting an ability on a champion and 108,75 Gold for a champion takedown. Again, it is way to easy to get stacks and thus get the bonus gold for all of his abilites damage and potential active items and this adds yet another problem: If he lanes against any other mage (Viktor excluded) he basically gets twice their gold worth of AP for farming halfway decently while still having all his gold to spend on defensive stats.

My 2 ideas of how to fix this:

  1. Instead of his passive granting AP how about making it grant more base damage? His Q gets 0.5 per stack (+5 base damage every 10 stacks), W 0.25 (or 5 damage per 20 stacks to avoid strange numbers) and R 0.5-1 damage per stack (Or 5-10 base damage per 10 stacks). This would still allow him to gain a decent chunk of damage on everything when farming well (200 Stacks granting 100 more damage instead of 120) but without his AP Ratios and numbers becoming insanely high. It would also increase his early game strength by a bit when farming well (rewarding good play) but he looses some damage in the mid-late stages of the game (removing the very annoying little counterplay 2-ability kills at 35+ minutes). For every 100 stacks this would mean: Instead of +60 damage on Q it will be +50. Instead of +100 damage on W it will be +25 Instead of +75 to +150 damage on R it will be +50 to +100
  2. Gut his AP Ratios. Simple, clean, (likely not effictive) solution. At least his W can get its damage ratio reduced by a decent amount, a 1.0 AP Ratio is way to high for a low cooldown AoE ability that is 100% landed on any enemy if they get stunned by a rank 2 or higher E.

Except Veigar requires landing Q's well on minions/champions, especially cannon minions. He's incredibly mana hungry in early game for this reason. His W is hard to land on a moving target if they pay attention, especially without his conditional stun. His best chances of snowballing are getting early kills, which require mana and a solid ganker, or perhaps a lucky roam.

A champion with

3 skillshots 2 unreliable ones an extremely weak early game with clear counterplay (stop lying that Veigar's R one shots you lol. At best it does like 80% of your hp when you're at >80% hp and that's in the late game when you have no defensive items) AP ratios that actually aren't amazing (Idk how 0.6 AP ratio is high or 1.0 AP ratio on an ability that requires either additional cc outside of his cage if you're smart or abusing the terrain by making the area inside the cage smaller) Okay his R does quite a bunch of damage but 95% of the time it overkills an enemy late game by a quite large margin (We're talking about 1k/1.5k damage margins on squishies)

is broken? I don't think so bruh, I haven't even mentioned how defenseless he is against items like Edge of Night and QSS. He doesn't have ANY mid lane priority, he's very bad in this meta.

He's a champion with extremely low mobility who rewards you for taking risks.
