I mean, he's currently at the lowest win rate of all champions in League. He could use some buffs, honey.

Not solely, but if Platinum players with more than 125 games on Ryze can't scrape a 50% win rate, the champion is probably a bit weak. Even if you compare to the champion with the third lowest rate, Azir, at least his rate goes above 50 for those very experienced players. Win rates are only a part of the picture, but they are indicative. Plus, several red comments said that Ryze was being repeatedly nerfed to limit the strength of his reward case, and then they would look into buffs to make that case more reliable. They've done the first half, and now they're looking to do the second.

Well, wasn't the last passive nerf quite huge? A bit of recompensation wouldn't be bad. Also, be glad it's buff on skillshot ability, not point-and-click W or E.

He needs the buff, he is worthless right now.

It will add 105 damage to his level 9 combo, which is a lot weaker than it was a couple of patches ago. It's not a big deal.
