theres no reason for this champion to be selectable in a gold or silvers game at all, you already know that his winrate will be 30% and people playing him are unintentionally griefing their team by picking him, please dont ruin ranked with this guy

More seriously, except 
these kind of Very high skill ceiling and hard to pick up champions are rarely popular to the point of being problematic in term of pick rates. They hold a niche and all do wonders in the right hands. Just gotta wait for the initial hype to go down and balance checks to go in.
He's a CertainlyT champion (the last one) but RiotStashu finished the work (September to reveal at the very least). Even if Stashu designs all ended up being too strong on release, all of his reworks and his only champion 
were easily balanced by adjusting numbers ! So I trust him to have polished Aphelios in the same way. Numbers are easy to change and hotfix, but gameplay is not.
