She 1 shots the carries while being a tank. She has insane healing lane sustain. Yah early game you can put her behind i guess, but she still out scales mostly everyone. So i want to know who counters her so i can pick it vs her in lane. Tanks feel useless and so do other bruisers/fighters.

No she doesn't. She either builds damage and becomes easy to kill late game, or builds a lot of defense and has her damage fall off. She is solidly a mid-game champion. In a 1v1 she will be destroyed by a Tryndamere late game, and in a team fight she will do less damage and have less utility than a Gangplank.
That said, she is super busted right now. Pantheon can still dumpster her early game, but he does get outscaled pretty hard.
