Echo procs should not apply spell effects
Hi! As of now both Ludens and Runic Echos discharge effect applies spell effects as an area of effect spell.
This means a couple of things: these procs carry Rylai and Liandry effects (and their combined version obviously), Echo procs also break Banshee spellshield as well as causing Comet to activate and fly towards you and on top of that procs hitting champions actually reduce some of the remaining cooldown of Comet.
Out of these 4 examples the Comet cooldown synergy is not that big of a deal, but the other 3 interactions are pretty unhealthy. The counterplay against it is not just simply dodging a spell, but also you need to make sure that you are at least 400 units away from the target that is hit by the spell (since Echo actually prioritizes champions). I would like to add, that Banshee is mostly a counteritem vs combomages (and to a lesser extent vs long range initation like Naut/Vi/Malp/Leona ults and Karthus r), to deny their first spell, which usually is a nuke or a cc to enable the rest of their combo (Zoe/Xerath/Velkoz/etc). These champions usually pick up Ludens, which item actually counters the counterplay against them, since all they need to do is spam their poke mindlessly, and even if you juke, the proc bounce will break Banshee, or you get hit by Liandries burn or Rylais slow (while Comet will also fly towards you).
Imho Ludens and Runic procs should behave differently from other item actives which apply spell effects (Cutlass/Botrk/Gunblade/Protobelt/GLP/Redemption), because they require to actively use a cooldown. In other words: Echo doesnt feel like a real item active, therefore it should not work in the same way. It should be treated just like Shiv procs.
