Echo procs shouldnt apply spell effects

Hi!

I find this problematic in two cases: first a random echo proc can break Banshees spellshield (you dodge a spell, it hits minions or one of your mates, and if you are close the proc prioritizes champions, and now your Banshee is on cd), this happens vs pokey Ludens users, like Lux/Zoe/Velkoz/Xerath.

The other case is vs Ludens-Liandry-(Rylai) champs, where despite dodging a spell (looking at you Cassio!) the echo proc bounces on you, and both Rylai and Liandry kicks In, and you get slowed and lose a decent chunk of hp, just becuause you dared to stay near a friendly unit.
