Champion Capsules
Idk if I missed something, but Champion Capsules only gave me owned champ, is that how there suppose to work and you use them for champion mastery

A) How many champs do you own? B) I think they're supposed to slightly favor champs that you're playing a lot in order to give shards for mastery. C) I think it also has to do with champ cost. I remember seeing something in some patch notes or somewhere about higher summoner levels meaning better odds for expensive champs.
They are random, so yes you can receive a champion you already own
