Really upset on the justification for the Viktor nerf

"Viktor's been a strong pick on the Rift for many patches thanks to his safe and consistent laning phase. Though not possessing any mobility in the traditional sense (dashes, etc), Viktor's safety comes primarily from his single-spell range and waveclear. We’re fine with Viktor applying pressure via waveclear without fear of every gank, but laning against him is low on interaction given how easily he’s able to ignore you and laser-focus the minion line. Tuning that efficiency so Viktor’s opponents have more windows to fight back before he hits that critical break-point. "

Viktor hasn't really been a "strong pick" in quite a long while, and even now has a pretty low play rate of 6% when compared to other champions (such as Lux , sitting at almost 20%). He also has a fairly low win rate of only 47% when compared to Lux, who is sitting at 54% (and he is also lower than other popular midlane mages as well). So you have a supposed "strong pick" champion with play and win rates sitting pretty low compared to some others, especially Lux, and yet Viktor gets hit with the nerf bat while Lux and the others remain completely unchanged?

You wanted to give his opponents more windows to fight back? How about the 13 second window at rank 1 (or 9 seconds at rank 5 w/o CDR) where he doesnt have access to a spell that makes up almost half of his kits total damage potential? Those are pretty goddamn massive windows for his opponent(s) to "interact" with him don't you think?

Sure, Viktor could wave clear better than almost any other champion in the game, ill admit that. But he has to sacrifice a TON of his kits damage potential in order to do it, for a pretty significant amount of time to boot (and at a really high mana cost as well).

Why wasn't there any compensation given to him for the nerf to his E? Why wasn't that damage shifted to his Q or ult so his kits damage potential remained unchanged while accomplishing your goal of nerfing his wave clear? Hell, you could have just bumped up the per-level AP on his hexcore by 1 or 2 if you didn't want to mess with the numbers in his kit.

I think Redmercy put it best in his recent patch breakdown video: "Heres a change I have no idea why it was made...Why they decided to nerf Viktor is absolutely beyond me. This champion was by no means overpowered and it just feels like they are beating him while hes already down."
