Make Kalista's Black Spear voluntary

Just went through the involuntary Black Spear of Royally Screwing Over the Squishy Support.

Again.

Because for some reason, ADCs in solo queue still don't realize that picking Kalista after someone has already picked a squishy support is a bad idea, and even when told in lobby to try putting Black Spear on someone else, they still don't. This is a toxic experience being enabled by a poor design choice.

You really have limited control as support over where you can go with it, and as an escape, it's slower than the flash + talisman you were already using / trying to use when you got suppressed and yanked from the backline onto Kalista's position as a starting point.
