GP changes seem rushed

After playing several games on GP after changes I have easily run low on mana after first wave and OOM after wave 2 farming with Q and never using W. (INCLUDING FLASK MANA)

GP is my go to top laner and sometimes I play him mid. I am not a GP main, nor do I believe GP should be as strong as he was, I am speaking from a non-biased viewpoint, and I think the Q nerf was unreasonable and seemed like a rushed decision that was not well thought out. I won't pretend to have "THE" fix, but I can suggest my personal opinion on how to put in what I believe to be a better solution to what they were trying to change about Gangplank.

1: Make the Q like Annie Q where it only refunds half mana.

2: Make Q provide less a little bit less gold overall and lower silver serpent cost. 3/3/5/5/8, 400 serpents or something?

3: Revert q changes, and have barrels cost 40? mana right now they cost 0.

4: PLEASE DO NOT MAKE BARRELS INTERACT WITH GOLD OR SERPENTS. This is a solution I would like if it would not be so toxic for solo Q. I know you might look for different ways to balance how GP earns gold and such, but I will say this now.. If gold rate is affected by barrels, then so many GP players will play him and not save barrels for fights, even if requested by team members.

IMO, they should've fixed his mana problems in the rework. They did not, which was not surprising considering that none of GP's dire issues were addressed, which is both confounding and impressive. This guy's kit was troubling enough to warrant a rework and you still managed not to fix what plagues him? Incredible. Riot is basically the next Bethesda, they'll work all night to ensure nothing productive gets done.

Regardless, the Serpent-Barrel interaction has to exist or you'd never see an ult upgrade. Hell, even with barrels you never see an ult upgrade. He should generate them passively, albeit slowly. Plunder off barrels is proof that they're merely a way to extend Parley into an AoE ability, but I agree that they should cost mana to place with the caveat that they're harder to deny.
