Is Harrowing not on Halloween just to piss everyone off?

I see many reasons for the Harrowing to be hosted on Halloween, and I can't think of any for it to be hosted any other time so why? Is this just to fuck with the fanbase to see how much shit they'll take before they start boycotting? P.S where the fuck are the seasonal Summoner's Rift maps? I started playing LoL the first year you didn't have them I feel so left out

Technically the Harrowing already happen but the skin wasn't release along side it which is weird.

Well, I got a pretty good Harrowing. That read was fantastic! That alone surpassed last year's Harrowing for me.
