Tweak for Mana Front Passive Idea

Unique Passive - Mana Font: Restores 2% of missing mana every 5 seconds. This effect is increased by 50% when the mana pool is drained beyond the champion's base mana pool.

There is probably a more elegant way to write this change.

Example: Anivia Anivia has an Seraph's Embrace item 3040 and a Chalice of Harmony item 3028, so she has 1000 bonus mana and the Mana Front passive. In this case with the proposed change, whenever Anivia has 1000 mana or less, the Mana Front Passive would be restoring 3% of missing mana every 5 seconds, but when she has more than 1000 mana, the Mana Front passive would return to providing its current 2% missing mana per 5 seconds.

Explanation for Proposed Change: I have been doing some math regarding the current state of balance between Chalice/Athene's and Morello's, and I have found them to be largely equal as one-item-only regen items. (I'd actually say that Athene's is still slightly better regen wise without the kill/assist passive. I may post my findings in a later board.) However, champions that build multiple mana regen items have been severely hit which I do not believe this is fair. The builds that are done for heavy mana regen with a large mana pool (specifically the item 3174 / item 3040 / item 3027 combination) push a champion's power off until much later in the game. It is in my opinion that when someone builds for late-game and thus sacrificing his/her early/mid-game, that that person should be rewarded when late-game arrives.

I feel like one of these rewards for investing heavily into heavy mana regen with a large mana pool should be very minimal mana-managment late game.

Basically, my proposed change would have no effect whatsoever on champions that buy Chalice items as one-off mana regen items, but would more heavily reward champions who invest their gold and item slots to releive mana problems. The proposed change also provides an additional balancing mechanism in regards to mana regen because it would not only allow tuning of how individual champions interact with the passive, but it would also allow tuning of how well different item s synergize with the passive.

just make it 1.5 or 2% maximum mana as MP5. Or make it grant 1% of base mana regen per % missing mana.
