Can someone explain to me low elo matchmaking?

Im gold 5, I climbed up to G5 earlier this season, then lost a bunch of games, dropped back down to silver 1. Climbed my way back up to Gold 5 again. However, this time at Gold 5, its been... different.... So basically my teams have been consisting of brand new recent level 30 players, and a duo. The enemy team? Golds, no duos, no recently leveled 30 players and no bronzies. I get that riot tries to "make up for the communication gap" when a duo is on your team so they give the other team higher mmr players, but why now have the past 5-6 games that Ive been in have had this? I even dodged 2/3 last games because I saw they were duo. No Im not any good at this game, and I enjoy trying to carry, thats all fine and dandy. But when every single game your in has newish players in it because you keep getting paired with a duo, its kind of annoying and has really sucked the fun out of the game.
Plus, no offense Riot, but duo communication in low gold/high silver really isnt going to make or break a game.

So, why does this keep happening to me? It didnt happen last time I was gold, even when I lost a ton of games in a row to drop back to silver.

When a gold player duo's with a silver it's really bad xD.

My #1 problem with their low elo ranking system kind of how to do with this. New players should NOT be high silver/gold, thats ridiculous. Gold is already like top 20% and the average elo of their entire player base is silv 5. You have to do really bad on your placements to get placed below silver 5, so new players are suppose to be an above average level of skill? I honestly believe there is something to the elo hell problem in high silver/low gold simply because there is an extremely large skill disparity there and you have to do more in those games to climb than in almost any other elo.
