That is to say, if your teammates don't spend the 250g to upgrade their ward totems at level 9, then the first 1k gold they get on the first back they have it will be deducted automagically and their ward totem upgraded.

This will make supports everywhere very happy and ADC's miserable but fk ADC's.

You're missing the point.

They're forced to buy it if they don't do so voluntarily.

There's literally no reason not to spend 250g to upgrade ward totems at this juncture. They're the best item in the game starting at level 9 and no one above bronze MMR should be failing to upgrade them.
