I main support, and I can keep her at bay when I do, but when I take adc with my duo partner, her main counters don't really do much against her. "Ban Vayne" is an obvious choice, but Leona is my priority ban right now, and everyone has their reasons for their own bans.

Pick something more broken. Lulu Kog or Taric Kog.
Or just get good at Caitlyn. Even now Caitlyn still destroys Vaynes in lane enough to translate into a hopefully early victory.
Prolly pair her with Zyra or some other poke support.
I like to bully Vayne with a good old fashioned Quinn pick. Fight Burst with Burst.

Anything with better teamfight. For adc, anything that outranges her. She'll still be able to r-q outskill you 1v1, but teamfighting vs Jinx as Vayne for example is pretty annoying.
adcs to counter her in lane I guess would be Draven, and Ashe if comboed with an engage support. Leona/Ashe level 6 is a nightmare.

Honestly, targeted cc seems to be the only reliable answer to a competent Vayne. Tristana probably? I would try Tristana.
A bad Vayne with think they're challenger and try to 1v5 into a fed Veigar and just get clicked on. Always fun to watch that happen, as long as you aren't on Vayne's team...

Vayne's primary weakness is supposed to be that she tickles early game, has an okay-ish mid game and a godly late game.
She can dodge all of her weaknesses by taking lifesteal runes and some BS uberpeel support like Janna or Lulu. The only way to shut her down would be to drown her in targeted CC, but that's a weakness of every champion in the game, so it doesn't count.
