Galio and Windspeaker's Blessing

Windspeaker's blessing states: "Your heals and shields are 10% stronger. Additionally, heals and shields on allies increase your target's armor by 5 - 22 (based on level) and magic resistance by 2.5 - 11 (based on level) for 3 seconds."

Galio's W: "Galio shields an ally Champion, increasing their Armor and Magic Resistance, and restoring Galio's Health each time that Champion suffers damage."

So why does Galio's W not provide extra armour and magic resistance to allied champions when placed upon them? I can understand why Bulwark's stats aren't increased by 10% [30->33, 45->49.5, 60->66, 75->82.5, 90->99] and on top of that the armour and MR bonus [38armour and 35.5MR lv 1 W up to 121 armour and 110 MR @18] however why does it not proc either of these effects?

Now I'm assuming it's coded well enough that his heal on himself is boosted by 10% no matter who he gives the shield too, however I still don't understand why his shield does not proc just one of the two Windspeaker's blessing effects. I feel it should proc both the +10% and increase of Armour and MR however it may be a little too strong in practice then.

It isn't an actual shield, it is a resistance buff.

Windspeaker's only applies to health shields.

I really am interested in finding out if there are any other kind of ways of creating a better support lane galio mostly emphasized by his W shield. His q is a high damage poking tool for early trades, his E is a nice AoE utility speed boost for travelling the map [ a worse magical journey if you will] and his ultimate is a great engage.

His W only gives resistances and doesn't heal the person it's placed on. It's what I'd call an invisible shield as it gives invisible HP in terms of resistances. However this invisible shield doesn't synergize with anything at all.

Keystone masteries just don't seem to fit for this champion. Galio doesn't get off many Thunderlord's procs, doesn't really deal enough damage for Storm Raiders, his abilities are AoE so no deathfire, he's either support or not melee attacking often for Grasp, he's not jungling so no free HP, and that just leaves Bonds of stone which is so interesting :/

Why can't he synergize with Wind Speaker's blessing? It makes heals and shields stronger which in this case should both apply to his W due to the fact that it states that Galio places a shield on a target ally or himself.

His heals are then 10% stronger on himself and if placed on an ally they should get an even bigger Armour/MR boost than ever before. It seems like a simple overhaul that would also be a mini buff to one of the least played champions in LoL.

Let's not forget that Galio was created to be a protector so buffing that "shield" it fits thematically.
