Can we nerf Kennen?

In games diamond and above, Kennen is a very popular pick either for counter pick or safe pick because of his kit. So in high elo, if played correctly it is almost impossible for a Kennen to become completely useless. I am not saying he always wins lane but his kit makes him at least somewhat useful in teamfights. You probably say that I am a Darius player and I am posting this because I lost to Kennen, but this is not incorrect. I have played so many games against Kennen, good ones and bad ones I have seen both. I actually think Kennen is fine if kleptomancy does not fit so well on him. If you pick an immobile brusiertop lane and enemy picks Kennen. I bet it will not be a good experience because he does not only harass you so much that you probably have to lose some cs in order to lane but also get kleptomancy that generates extra gold to further increase the gold difference. I think Riot should either make kleptomancy less useful on ranged champions or just nerf Kennen. There are some champions that beat Kennen in lane but they are either not so viable or falls off later in the game while Kennen can just wait to teamfight.
