Ridiculous 99% zilean slow
This needs to be reduces. When zilean can slow you 99%, then reset cooldown then slow you again while stacking 2 bomb stun on you. NOT BALANCED

There's actually a maximum you can slow a champion. It ends up being more like a 70% slow or something like that. The 99% is mainly there for the speed boost. Which also hits a soft cap.
It's all he's got to be honest. His bombs are unreliable and they tickle if they land His late game is all utility with his slow. The trick is to kill him first if possible or push him out of the fight entirely. And as always if he ults himself or his teammate, stop attacking the person ulted immediately.
Not balanced. Quite weak. Needs buffs.

i believe janna nasus and thresh can all hit people with 99% slows as well ill have to check tho
EDIT: nasus has a 95% slow on a fairly low cd and thresh has a 99% slow on each wall of the ult, still unsure about janna tho
In ARAM when teamfight can easily follow up the scenario that is described. OP
You should find other things to complain about, Zilean is terrible right now
