Lot of players are using gmore and more Thunderlords in the gameplay, which is alright. But in my opinion, I think there should at least be limit on how many you can have on both teams. (For instace look at the Assassin rule, for an additional assassin they lose about 1% of their health.) I think they should do something similar like the assassin rule and such. Thunderlords make the game unfun and it's a bit overpowered. I don't know, what do you think?

Thunderlord's Decree is fine and they've already buffed the other keystone masteries. People are slow to adapt so it will take a little while for them to change their builds (since many have to see a pro player or streamer do it first), but the others will eventually be taken.

This is false.

I think you may be referring to the "Conservation of Ninjutsu" hidden passive. This occurs when multiple ninja (Kennen, Shen, Akali, Zed) are on the same team and it removes 1HP from each for each additional ninja.
