Maybe 0.25AP per passive proc.

5AP won't do anything and APs just build coin not for mana reasons, but because coin just gives too much gold.

Spellthief line is fine, coin isn't It is more logical to nerf coin to spellthief's line than to do the reverse

That would only work as a quest line, while item 3303 is already pretty nice. Maybe if they added another support item (AD), so that I could feel nice playing Darius support. Something like a mini item 3071 would probably work since the Support is supposed to make the AD do better.

I think people build coin mainly because they earn more gold for doing less, and not so much on the sustain/mana regen that coin offers.

That means your suggestion is a bit unnecessary.

Might as well make coin generate less gold and call it a day.

How does that impact frostfang/FQC?

Do they get the up to 50AP tacked on to their stats, or does one suddenly lose AP for upgrading, which would feel bad and lead to weird optimizations?

If it is tacked on, then FQC is suddenly a 110 AP item mid-late, which makes it super spicy for its cost, and would also likely be poached by mid laners.
